I'll hold my hands up - I hate the 0-0 predictions!
Previously I've seen not giving a goal time and not giving a scorer as a prediction that there will be no first goal and no first scorer. So if correct in the past it has been 6 points for correct score, 6 points for predicting no scorer, 3 points for predicting no goal time; 15 points total.
However I posted last season that any future 0-0 predictions (with no scorer or goal time) would get a maximum of 10 points rather than 15. Effectively that prediction still gets the correct score 6 points, the goal bracket 3 points but then only the equivalent of a single 'back up point' for there being no scorer.
I didn't like it being 15 points because it meant a lot of the best scores we've had in the history of the game have been from 0-0 predictions. It was too easy to just predict nothing and gamble to get maximum points.
Reducing it from 15 to 10 is fairer, it is still a big haul but player's can't just keep gambling on 0-0 knowing they get maximum points at some point. It is probably why we've not had many 0-0 predictions so far this season.
In answer to could he still give a scorer and goal time - yes. It is hedging the bets, no maximum would be available. But if for example the prediction was "0-0, Hugill, 16-30" it would get 6 points if it was 0-0 or could get 12 points if the match was a score draw and Hugill scored first on 20 minutes.
I hope that makes sense.
Main thing is 0-0 predictions now only get 10 points (plus 3 possible in the bonus match) if correct. 0-0 can be combined with other predictions for scorer and goal time.
